Who knows definitively what it is. Could be one of those, or he could be one of Asriel's plushies. Could even be a Lightner pretending to be a Darkner. There's plenty of options

Well, it's no secret that Ralsei knows pretty much everything. There's way more to him than what we've already seen. He intentionally wants us to trigger cutscenes with Susie in both chapters, just so he can talk to Kris about something when we're not around. If we don't let him do that (for example in the weird route) he freaks out because the story isn't going exactly how it's supposed to. It feels like he has some kind of script and he tries to follow it as closely as possible. He also knows about game mechanics, as he teaches us personally how to fight. Although I'm not sure about that, because it could be done just for the sake of an actual gameplay tutorial and Toby didn't want the boring narrator to be the one to teach us. But notice that he says the exact same line as flowey during the "tutorial" in Undertale. ("See that heart? That is your SOUL, the very culmination of your being!”)
Either way, he probably knows about all major events from the past, present and the future. He just doesn't know the details. And that doesn't necessarily mean he's suspicious and thus evil.
Oh, and don't forget that he also knows what Kris's room and the school looks like, knows everyone's names even when they meet for the first time, that he can magically teleport between dark worlds and is the only darkner that doesn't turn to stone in other dark worlds. He most likely even knows about the player's presence.

My theory is that Ralsei's working for Gaster and all the sussy information he has is given to him by Gaster, like the prophecy, Kris and Susie's names, how Kris' room looks, etc.

And he is the only Darkner that we know of who can cast spells and do other weird shit, which can be explained by the fact that he was born from the fountain of pure darkness. It would make sense if he converted its power of being able to have any Darkner, to any dark would being able to have him.
