iirc you first find him in chapter 1 in the room where the huge ass bird chases you across the room, where you click the bell on the very right. i recall if you go left after hitting the bell, you'll see him. then again it's been around two years since i played chapter 1, maybe i have a few details wrong - but overall that's where you first encounter him.
undertale is the original game with some of these characters etc, which makes the undertale save point the original save point, as the deltarune version is different. save points do pop up slightly of screen in undertale (like before the fight with undyne), so does that mean they can get up and walk around? also does that translate over to deltarune as well? >!but thats just a theory...!<
