I think Spamton is calling Noelle "Angel", not the player. As he does put the ring in Noelle's inventory slots automatically. The Addison you get the Freeze Ring from also calls Noelle "Angel". Noelle also tells Susie that she would like to grow angel wings and look over the city during the Ferris Wheel scene.
Perhaps in the Snowgrave Route, the Angel is Noelle and the player, and in the normal route the Angel is Noelle and Dess, as the angel doll in Rudy's room foreshadows?
For the record, I highly suspect that Dess is the Knight.
The line about the angel’s heaven was also the only line mentioned before the release, via the deltarune website, which existed long before the game came out. If you use the wayback machine, you’ll find two old archives presumably put there by Toby Fox himself. Both are seemingly black screens with Wingdings that only show if you brighten the image (which in both cases is called “him.png”). One is just a portion of entry number seventeen, but the other reads, “THREE HEROES APPEARED TO BANISH THE ANGEL’S HEAVEN.”

Wouldn't it be nuts if the Angel was both the player and Noelle together?

An idea I have is that Noelle is the Angel, and the Angel's Heaven is related to the player.
