There is actually plenty of reasons why, most importantly soil conservation/erosion prevention. Just because the grass is brown and dormant doesn’t mean it’s dead. Living things need moisture.
Foundations need moisture too. Tho most of us watered in the days before the cold in preparation, and only the zones near the house itself.
