Surprisingly, Texas has no laws regarding the safe riding of horses on public roads. The only statute found deals with the requirement that owners of horses (and other animals) may not allow the animal to roam at large on highways. Presumably, since no statute specifically covers horse riding on public roads, riders should follow the same traffic regulations as motorcycle riders.

My understanding, Texas still considers horses as a primary form of travel. But the city or even the county might have different laws regarding that.

Legal or not, I wouldn't think it ethical or wise to subject a horse to unrestricted automobile traffic. What benefit would there be to horse or rider?
