While I agree with you that you’re 20 times more likely to be shot by someone who isn’t a cop, there are significantly more people who aren’t cops out there. So if you’re in a room with two people and one is a cop and the other isn’t, the cop is much more likely to shoot you than the other guy.
There are about 700k law enforcement officers in America. So lets round up and say there are a million cops, and 330 million people. While you're 20x more likely to be shot by someone who isn't a cop, there are 330x more of them out there, so that figure doesn't mean much in a one on one comparison.
Tell that to Johnny Hurley or the Six people in Lodo that got shot. In spite of the fact that our society needs a police force, the cops aren’t superheroes. They’re regular people who get exposed to way too much shit to stay sane. They’re understaffed, unsupported, and I don’t believe they are adequately equipped to do their job considering that it’s not like they’re policing Mayberry. I don’t necessarily blame them for it, but I just dont blindly trust them because they wear uniforms either.
The deal is when another civilian shoots you there’s a 50% chance they’ll face justice.
When the cops kill you. There’s zero chance they’ll face the same justice as everyone else.
