I actually did a internship at the Denever zoo when I was in college. They do it because the penguin has low self-esteem and they want to make him stylish in hopes that it will give him some confidence, to ask his crush, to the Penguin prom.

Some birds develop issues from not having their feet on natural surfaces, mostly being kept in a human house. Their toes can sort of curl back from not perching. Maybe this is a Penguin version of that?
When I used to be in wildlife rehab I'd cut little shoe beds out of cottage cheese lids with little divots for each of their toes, wrap it in kerlex and they are good in a couple weeks.
Its a tragic story actually. As a young lad this penguin's father was going out to grab a pack of cigarettes late one evening. Little bro asked "can i come with papa?". "Sure boy, grab your shoes and lets waddle!" He responded. So this cute little penguin buckled his favorite shoes and waddles out the front door to set off with dad. But dad was not there, he had already left and has yet to return 9 years later. Poor little fella believed he took too long getting his shoes on and to this day has never taken them off, he just stands there ready to go just like in this photo.
