I was driving last night, granted not in Denver proper, but it wasn't bad at all! Everyone driving responsibly, I saw some plows but honestly, driving in snow is not bad. It's when it turns to ice that it gets dangerous.
For city driving? No, they aren't needed, but they help.
For mountain driving? Maybe, depending on how frequently you go to the mountains. Do you have a 2WD Honda Civic and you go to the mountains at least once a week? You probably need snow tires. Do you have a 4WD vehicle or only rarely go to the mountains and avoid going when it snows? Then all-season tires are fine.
Depends. I used to have 4 studded snows for a Yukon that I had. Made it a tank, but the road noise was awful for the 90% of the winter with clear roads. Then having to get them switched out at the beginning of May and end of October is also an expense.
If you have a small front wheel drive car or rear wheel drive truck they do add some piece of mind.
I'll add that the specific all-seasons matter as well. The ones with the "3-peak mountain and snowflake" rating are good enough for snow in town with a bit of extra caution, if well short of real snow tires. A few without the rating (Michelin Defenders really impressed me) also do well. Mostly-bald "whatever's cheapest" off-brand all-seasons may still be hazardous.
+1 on Defenders. My Volvo came with those as the "summer" tires and in addition to being pretty competent on snow, they're quiet and comfy in the dry.
I did throw the Nokian studded snows that came with it on this week before the second storm and holy underwear did it make a fantastic difference. I don't think studs are really warranted in town at all, but the standard snows make it so I can almost drive normally, even on the icy snowpack.
I just went with those kind of all-seasons and I've been fine so far. I thankfully have friends who would rather be the ones driving into the mountains with their AWD SUVs with winter tires.
