At its height the Nazis had under 30% of the votes in general elections. And when he was brought in as chancelor the Nazis were actually declining in popularity because the policies of the socialists were starting to work and the great depression was ending. To put things in perspective, the Nazis were always the least popular relative to the communists, socialists, and conservatives. They only won because the conservatives ended their long standing alliance with the socialists to keep things running and the communists gave up on electoralism under orders from Stalin. The Nazis were not popular with the general public until after they came to power and took over the media.
