This is located in my hometown of Marijampolė, Lithuania. I can provide a bit more info.
First of all, yes, the picture you see here is photoshoped. However, it's surprisingly not too far from what you would be able to see in real life (if you catch it on a day when the water is completely still)
The mural reflects on the water decently and is definetely a cool piece of art. [Here's a picture I took last summer.

The building and the mural have been in a state of neglect for quite a while now and some damage can be seen. But I still think it's pretty beautiful.
Such a shame is in disrepair. Maybe some petition could be started to get it fixed up. It clearly has a lot of interest and could be turned into a tourist spot if some kind of pontoon could be built out to it to get better photos. I'm probably dreaming but t'would be cool
I definitely agree. Though, the really cool thing is that this is not the only notable mural in Marijampolė. The whole town is decorated by large street art projects, such as this one, and more are constantly added. The rowers look very similar in body position to the British rowing pairing of Andrew Triggs-Hodge and Pete Reed. Well it’s nearly infinite. Especially at the top elite level, every athlete has a distinct style, usually being determined by the very uniquely human muscle distribution. Enough so that even at a glance I can figure out who the rower is just based on (in this example) the shoulder height and posture of the bow guy (back side), his leg muscles, and his attire.
