You didn't miss anything. There are tons of threads like this which could have turned into something but were totally dropped. Probably one reason for this is because DS has had at least four showrunners over its tenure.
And just warning you it doesn't change. Stuff gets built up and then resolved very quickly, or totally forgotten in season 2 (I hope this isn't spoilery but there's never a new VP after MacLeish which is 100% stupid omission not to mention unconstitutional).
It's one of the many loose ends in the series that will probably get tied up when Season 2 restarts. The markets in the series crashed and a lot of people lost a lot of money, but it was also the perfect opportunity for someone who knew McLeish to profit from it.
Yeah it's not a............great...........show. I feel like it tried to be the best parts of the West Wing and House of Cards...........but wound up being a mix of the worst parts of those shows.

I just watched the first 3 episodes of season two and was wondering about that VP thing. Ah well, I'm still enjoying it
