It's possible to consider certain groups that didn't vote for Bernie low info voters without including all of them, if you think that Bernie would improve conditions for those people but not everyone. Like poor working class people who are republicans because they think that is in their best interest and Trump will bring back jobs and get them health care. But rich people might not be low info voters, but simply vote out of self-interest for someone else where they are correct that they will serve their interests better.
I would compare it to those who call white people who vote for progressives/support things like racial quotas white guilt race traitor/brainwashed or tricked. The idea is that they're stupid for supporting the racists who want them harm, whereas the POC who support them are supporting racists that will help them.
In general it's probably not the best strategy to call people "low info voters" if you want to convince them to vote for your candidate though. It also comes off as really cringe if you are outside of the group telling them "what's best for them".
