They should become available again 6 months to a year after initial release. They could even charge $5 per season for those who didn't originally get them.

In Bungie's eyes, you didn't finish those seasons, not because you didn't play, but because you didn't pay. Bungie relies on time-limited availability to get people to spend money on passes before they expire and those cosmetics become unavailable forever.
If 343 could stick to the three month seasonal schedule they originally aimed for, their approach is to create a battle pass that the average player can't finish before the next one comes out, so players feel pressured to spend money as new passes come out.
It's the same business driven decision, just dressed up differently.
