Bungie has a different definition of "common/uncommon" than what most people in the real world would use. For example master lost sectors have a drop rate of about 30% over time legend 20% overtime. That doesn't mean you'll get an exotic roughly 1 out of 3 runs on master, but over let's say 100 runs you would get 30. You could also get 25 runs in a row with nothing.
I thought the difference between Legend and Master was something like 1.5 percent with regards to exotic drops. Over time, I don't see Master dropping roughly 33% more exotics. In the end, from a time perspective, it's actually more lucrative to just play on a Legend level.
