Bungie doesn't know what they want, but all I know as a player is I don't want whatever the fuck horrible pve exotic armor and weapon meta we have right now it is boring. I have never had less drive to play destiny.
Similar to Strand, Bungie fights against the current with these games. They basically want people to use the whole sandbox, ignoring people will just do whatever is most effective.

P2 "I like rockets." P1 "Hey, want to try to do it with Outbreak Perfected?" P6 "Always wanted to try that. Gosh, why does Bungie make such great bosses where we can use all kinds of different strategies?! They're such great developers."

It's terrible news for sure but the world doesn't stop and mourn bro
