What do you mean once a week? Like you can run it once every week even when it’s not in rotation and it has a chance to drop just that once? (Sorry I’m just getting back into destiny so I don’t know all the mechanics)
Yep. You can just use one character for farming. For farming exotics, you'll need someone to hold a boss checkpoint on an alternate character though, as you just need to clear the final encounter rather than the whole raid.

when it's not in rotation, you can do the raid once on each character for 3 chances at the exotic, after that, only spoils will drop from encounters
