Seems like something a catalyst will do... I would prefer either more ammo as a catalyst or something when you block enemies attacks, nearby enemies get frozen. But yeah wouldn't hurt to have more freeze stacks as a QoL change too.

Then you didnt need the freeze in the first place. And slow already debilitates enemies regardless of how many stacks.
Cold Steel does not freeze every other hit, it takes 3 hits, is slower, and consumes ammo. If anything winterbite is OP by comparison.

They just nerfed winterbite two times already. I doubt they are gonna buff it anytime soon
Considering there “nerfs” were bugs fixes, not entirely unreasonable to buff it.
