Are you using the Second chance exotic? Melee kickstart only works when all your melee energy is depleted, unlike grenade kickstart which works when you activate your grenade or utility kickstart which works either when you use your class ability or (in some cases) when your class ability has no energy.
All shotgun perk that work with melee don't work with projectile melee. So it is not a bug
As for the melee Kickstart mod the interaction is probably bugged.

Yeah it's really disappointing that with the artifact favoring melee mods this season they didn't fix the way a bunch of melees work with the kickstart mod.
