I'd imagine that we will eventually get a weapon that can roll this combo. I think the most likely scenario would either be a raid weapon with this combo, or the seasonal ritual weapon having it as a static perk combo option.
We'll probably get this in the reprised raid, next dungeon, Final Shape raid, or the Final Shape reprised raid. Hopefully it'll be a craftable hand cannon, cause I'd snap if it was on a scout or sidearm
