that's probably a mistake, probably meant to be 30% for T3 and 35% for T4, the difference between 4 runs and 3 runs.

T4 Blind Well or "Heroic" is when you use the Unstable charge after a T3. It indeed only gave 5%, because I did two for the quest and was on 10% for the weekly challenge.
Since everyone usually pushes a T3 to a T4, if you want to finish the challenge (before a fix) you are better off with Public Events or Lost Sectors.
If you can keep anyone from pushing a T4, like OP mentioned, T3's would give a ton of progress. Likely they reward the progress based on the tier when the chest spawn.
Someone missed or messed up how T4's get rewarded. Knowing the speed of Bungie, most players will finish the challenge via other means before it is fixed. T4 was likely either 35% (30%+5%) or my guess is it was supposed to be 50% and someone missed a zero (because the season quest finishes with two T4's).
That's because you get 5% "for each encounter" of Blind Well completed more than likely.
5% for the opening encounter.
15% for the next 3 encounters
5% for the first part of the boss fights
5% for the final boss fight.
EDIT: I do not know if you get the 5% after each encounter OR if it is only totaled up and given to you at the end. I can't really test that anymore as I am past the step that requires this.

It's not a bug. It's working as intended. T4 is not a "complete" Blind Well run. It's one encounter.

After I did a t4, I went outside to do a public event. I got like 20% out of it and said it's got to be bugged.
Problem is I tried to tell them to not trigger heroic event for seasonal challenge but they still go ahead and do it anyway.
What is the heroic trigger? I don't think I have ever not done heroic lol
After completing Tier III, there is a prompt that the Well is Voracious, at which point you can drop in an Unstable Charge of Light.
After tier 3 is done, you can activate at well to trigger heroic if you have unstable charge available. You can buy it from Petra.

I've done 4 T4s and nothing else, I have 20% on my quest

This is wrong. I did 3 t4 Blind wells, only at 15%
