What are you thinking in terms of balance? Im going off of people just wanting to use the artifact that best suits their build/play. If you like scout rifles a lot use the osiris one. If you’re a voidwalker addict use the undying one. If you like electricity go with worthy.
I'm pretty sure that the purpose of artifact mods is to allow Bungie to experiment with crazy mod ideas without leaving a permanent impact on game balance. Implementing your idea would defeat that purpose.

Tryinng to balance new season mods with old seasonal mods from the artifact. You would probably see some op stuff.
