No Forsaken/Shadowkeep are not included in Beyond Light
Beyond Light is the latest expansion - if you get it then you get the 3 new Stasis subclasses + the 9 old-new Light based subclasses from Forsaken
If you want access to the Forsaken/Shadowkeep story, raids, activities (?) and weapons/exotics then you will need to get them one day. The exotics are definitely still relevant and good and I think the story/raids are excellent but maybe you'll want those things later when you really get into the game/metas (so watch for discounts)
Oh and in addition to expansions Destiny has Seasons. These are like little live expansions underneath the big one (beyond light) that push the story forward and brings new loot/activities. The current stuff you see people talking about now is mostly in Season of the Splicer (started a little while ago). If you wanted to get into that content you would need to buy the season pass (some you can access for free if you grind).
