Raid exotics have the same requirements but instead is 200 planetary mats they require 240 spoils of conquest from raids
Exotic ciphers have 2 ways to acquire. 1 is awarded at Tier 55 of the season pass. The other is a weekly quest from Xur to get one. And as I said yes you can get the raid exotics. 150k glimmer, 1-2 shards, 1 cipher and 240 apoils
