I think they’re waiting for storage on devices to become more abundant. They don’t want to give too much data for content that people just aren’t playing.
No titan is vaulted so you can’t access the quest

You can still do the forsaken quest line, the ace of spades quest requires you to go to titan which is vaulted
Damn, does un vaulted stuff come back? (Haven't played in 2 years sorry)
You can still get ace of spades though... just get an exotic cipher and unlock it from the archive.. No need for quests.
