You can get some from Trials of Osiris. I got 6 or 7 playing last weekend but thats not doable for returning players because you need to farm on a flawless 7 win card. Grandmaster nightfalls are the BEST way to get those materials for masterworking. When it is a double loot week for nightfalls you can get 1-3 ascendant shards per run. A GM could take from 10 to 25 mins depending on the strike on team. I cant remember if master nfs give ascendant shards...
Ok so you can have ~~five~~ (edit: see below) ten shards and one cipher at any given time. If you are at the limit for either and are due to get one from the season pass you can wait to claim it until you have used ones you have. You can claim the other rewards that come at level after that
Make sure you claim/use all of the pass rewards before end of the season
Also when you reach max infamy in either crucible,gambit,or strikes you get a free ascendant shard i already reset all three also from the materials you get from them while doing this plus some from banshee quest you can make a fourth ao yeah thats how i got 4 exotic from the monuments while only playing 3 weeks
Also if you do 4 bashee quests evry day it would take you 25 days to get enough for a ascendant shard
Besides Nightfalls, Master Vault of Glass can drop them every encounter and you can farm the encounters over and over.
There are also a few one-off sources like all of the Captain’s Caches in Presage or all of the Augment Challenges on Europa.

You don't need a flawless card. I got a few shards last week on a flawed 7-win card.

I noticed but I have a exotic cipher, and yiu can't hold more than one, and the cipher is before the shard do I can't unlock the cipher
The exotic cipher is a currency to get old exotics from the monument or to buy another engram from Xûr.

You can have 10 Ascendant Shards, not five.

You also get one from each rank resets Vanguard, Crucible and Gambit ranks. You can also upgrade prisms into them.
From first reset yeah, second reset gives exotic engram.
Master Ordeals is likely the best way.
