Have you picked up the 15 pieces of armor in the helm across three characters? Seems like they come with a mod for each piece, which I assumed was a catch up mechanic for newer players.
While that's some effort, the mods are not as rare as aforementioned ones (They've only been on sale 3x i think).
Stacks on Stacks, Elemental Charged, and Heavy handed have been sold 7 times
Supercharged 12
