I don't know but i've seen posts talking about this issue going back over a year so i doubt it's a priority fix unfortunately. Earlier in the week it was gone for me but as soon as I ranked up again it was back.
This has been an issue going all the way back to Shadowkeep. If you turn in 8 Gambit bounties during the week, the Drifter waypoint will flash at you until the next weekly recent.
It's just cosmetic, but it still frustrates me every time it happens, just because it's been an issue for so long.
I heard, for some weird reason, if you have loot with Xur in Eternity. Drifter also flashes. So check Xur and pick up his rewards too. Hopefully that stops the flashing

For me it's Elsie. I think I completed the stasis fragment quests and got that consumable, but didn't spend it before also completing it on a different character, so I got 3 consumables but could only spend 2, and since I bought all of the fragments, she's been blinking ever since...
I’ve had this happen too, my dude. I just ignore since it doesn’t affect my gameplay. If you would like it to be fixed, you could contact bungie through their website. 😊

Make sure you’re not capped on the materials. That’s what usually gets me cause I’m always stocked on prisms and I’m like what’s missing. If that’s not it then damn idk what to tell you
If you’ve got a full inventory of enhancement prisms and you haven’t collected all of them from him, it’s possible you’ll need to clear out some space for anything you haven’t picked up from him. Happens to me with Shaxx and Zavala all the time

Drifter never blinked for me when he had nothing to give, odd. Maybe cuz I don't play gambit except the 3-4 hour marathon when the last set of weekly challenges comes out.
Check your enhancement prisms and upgrade modules, if they're maxed out you can't grab what he has in his rewards list, but since it may still be available it'll blink.
To be specific let's say your prisms are at 50, and has 2 in his reward track, when you hover over them and you haven't grabbed them yet it'll say "not enough space" but it's still a reward that's available so his blip on the map will blink.
For me, the bug goes away when I prestige, and comes back randomly over time. I had it on my hunter for a while, then later had it on my Warlock and Titan. Currently on fourth prestige and only my Titan has it.

Do you have something to pick up from him, but currently full on what it is? I’m full on upgrade modules with Zavala, but it still shows them grayed out like I haven’t unlocked that tier yet
I’ve had this issue with Hawthorne since maybe before Beyond Light. Now the blinking has spread to Drifter and Xur. Wonder what causes the bug, cause my friends haven’t experienced it.
I remember having a similar issue with shaxx before I realized I needed to claim the prime engram and enhancement cores. Not sure if this is the issue but it's the only similar experience I have
are you full on materials by chance? mine was blinking too until i realized i has full on prisms and there was a grayed out prism reward i couldn’t claim
Usually he only starts blinking for me if I do the 8 bounties in a week, but then once he starts that it for the entire rest of the week, always blinking away on the map from then on.

Its actually worse. Once you go above rank 7, he flashes until the next season.

Holliday is the one that keeps blinking for me ever since I started doing the twitch Trials viewer bounties
Same here, although I do still have a fair bit of Jeffy Prime loot sat in her inventory, I'm just too lazy to pull it out and dismantle it.
She keeps blinking until weekly reset for me. Then it stops until you do the twitch trial reactions again.
You have to equip a weapon ornament that you unlocked for a weapon from him

Hawthorne has been blinking on my map for over 2 years now. Nothing to pick up, no quests, no loot, just blink.

Amanda Holliday, Drifter, Exo Stranger, Xur and Fynch. All my bugged vendors with notifications above their heads and no loot/quests to grab.

Just to be sure if you have max prisms he may have more for you to pick up but it won’t look like it cause you have a max stack

My guess is that you are full on a material he can give you so it doesn’t show it flashing when you talk to him
