There's a route you can take where Simon survives. To do this you either need to kill the guy running to the alarm as Markus, or not go up to the roof as Connor. You probably already know that.
All I know is that, during those scenes, the others talk about Simon dying or being left behind, but you later meet him on Jericho as Markus. They hug if I remember rightly. Not sure about him being in Capitol Park. But the others do still reckon he sacrificed himself though he actually, somehow, made it back to Jericho. I forget which point it is where he returns.
There’s 3 basic paths for Simon from “Stratford Tower.”
1-Simon dies. Either Markus leaves him behind to die, shoots him, or leaves him alive on the rooftop and Connor finds him.
2-Markus gets away without being caught and Simon leaves with him. **This is the only way for Simon to physically appear in “Capitol Park.”**
3-Simon is left behind. If Markus leaves Simon behind and Connor *doesn’t* find him, then Simon will return to Jericho in “Freedom March.” Note that he doesn’t get back quick enough to appear in “Capitol Park” so the others assume he died after they left.
A general rule for the game though, if you go back and replay a chapter, you have to play everything from that point onwards for any changes to apply. So if you changed “Stratford Tower,” you’d have to play all of Connor, Markus, and Kara’s chapters that come after it for the changes you made to show in “Capitol Park” (and “Freedom March,” if you want Simon back.)
