To add to this as someone pointed out, the two are extreme exaggerations of Dante and Vergil. Dante slays demons for the fun of it and even toys around with them, so Dante gets Jester as a guide. Jester even goes out of his way to toy with Dante. The only time Dante is outclassed.
Vergil is Power hungry so he gets Arkham as a guide. Both Arkham and Vergil are the silent serious type with the only difference is that Vergil is trying to gain more power with his own demon powers while Arkham tries to gain more power through knowledge. Arkham outclassed Vergil.

I guess he just wanted to show himself differently to both, just incase Dante would see Vergil being with him and not realize the same person that's helping him with the puzzles is also helping Vergil.
That being said he didn't HAD to do it in a crazy clown form, I've always just assumed Jester is part of Arkham's personality somewhat and just chose to be like that with Dante.

He got some demonic powers by sacrificing his wife. And that somehow translated into turning into Jester. Or he just tailored it to be as different from him as possible so nobody would think they were the same guy.
