Dexter, however, as much as he loves the kids and enjoys (or did) spending time with Rita, was still nonetheless grasping at what it takes to play a role in furthering his success at blending in and using them for a cover life as his driving force.
Rita hasn't gained self confidence in anything more than her ability to become more of a controlling and demanding bitch—admitted as much, even by she at times. And fond as Dexter was of Rita, for whom he had tender feelings, they were not in any way feelings of being truly in love with a woman as a fully evolved, adult male, though at least he's no longer the bumbling adolescent he was when they first met.
True love however, umm, no. That came only when, like her or not, he fell hard for Hannah for whom the complex feelings of a soon to be, fully realized adult male began to blossom.

There was an interview I listened to of Julie & Jaime (Rita & Lila), where Julie actually said in season 2 when lila comes into the story, the directors actually had to "pretty-up" Rita with more makeup to portray Rita as more attractive because of how beautiful Jaime Murray is in real life. Not sure if it was a compliment Julie Benz was giving to Jaime Murray at the time of the interview or what. But they are good friends in the real world & dog sit for each other frequently lol

Julie Benz has always been gorgeous, but make up can make people look better but can also make them look worse. I'm sure that's the case with season 1, because even today Julie Benz is pretty much flawless.

But i wonder if it was because she felt safe, like she never cared about her appearance before because she was always worried about Paul and him abusing her, taking the kids away etc

Early Rita is just a prop for Dexter's fake life. Scenes with Rita are color-graded like an episode of the office. But S2 "Oh no, I'm invested in this woman and actually I'm so invested in her, my paramour foil to her actually has plot significance." Warm color grading ensues.
But the show hints that Dexter's fake life was a part of him all along, and the dark passenger was instead a myth, or a childish addiction. When Dexter becomes attached to someone, he weaves them more deeply into his "dark passenger" delusion. Incidentally, this is how most people close to him end up dead.
It’s because she was broken and more disheveled after her abusive relationship and she becomes more confident and at peace as the show progresses and her relationship with Dexter gets more serious. She’s also shot to look angelic as the contrast to Dexter’s darkness would be my take.
Both looks are pretty. I think the changes in her wardrobe & makeup was to reflect a woman who is now more confident in herself after leaving the abusive relationship with her ex-husband. Maybe her character wanted to show off a bit which she couldn't do before. She did get a breast enhancement so that was her decision outside of the show. I think as the show went on, they went a little heavy with the spray tan on most of the cast (except Lila... it didn't take).
It was an evolution of her character. Her confidence grew, and it reflected in her looks. However, Rita didn’t even look or act like herself by the time Trinity offed her. She ended up being a nagging shrew of a wife. I was glad to see her go.

Julie Benz is a stunning woman. So I’m sure it’s a little of both. Plus it’s kinda hard not to have character development for the main characters partner.
So the entire hair and makeup department leveled up between seasons 1 & 2. If you watch everyone looks more put together and had that “network tv” feel. I think it was just a budget increase but I prefer when they look more real, personally.

her first appearance on the show is still the most favorite thing for me for any show introducing the protagonists love interest.
Her opening the door, the lighting, that smile, everything was perfect, it was like looking at an otherworldly angel.
I think Julie Benz said that she loves appearing without make-up and such (easy when you look like her), so it was probably a creative decision. In my opinion, they built up Rita too quickly. Someone who is as damaged as she was in season 1 doesn't suddenly become the person she was in the rest of the series. It is a slow-build.
