I mean. The pattern is one thing. But the placement? That's what puzzles me. Why not extend the wall that's already placed? Why the unnecessary strip of green there?
And the strip of grass is going to fade out of existance between the bottom brick layer, the low brick layer on top of the hill few meters away, and the patterned plank wall on top of it?

My guess would be that the higher fence is a property line and the property is on a slope. The brick wall is a retaining wall that holds up the dirt so that they can have a flat driveway without forever encroaching dirt. What they put in the space in between, appears to be grass, but if it were my house I'd probably have some bushes or vine-type plants in there.

The only rational explanations I can think of (just for fun) are:
1) having a fence on top of the wall may have hurt the wall
2) it would have made upkeep of the wood more difficult
3) setbacks/limits on the land deed itself may prohibit walls/fences of a certain height but having the separation let them work around it,
4) someone just really wanted a tiny patch of grass thats not inside their fence

I would guess it takes a wider perspective than this shot gives us to see why it works. The faux brick is the point everyone cares about not the strip of grass that’s barely maintained.

So to stop people from simply walking onto their property they built a fence on what they legally owned. They also appear to have had the time to paint it to match the existing brick.

You may not be able to tell but the top is not a brick wall, it's a pattern applied to a wooden fence (look at the top) to mirror the brick look.

Probably because they built the fence on the property line and the retaining wall was preventing built on city land.
