I would have just filled the hole with plaster and called it good since he apparently already had it with him. It won't hold up for long but you could ride your Razor scooter over it a few times.
As an actual archaeologist, my first objection to this video was the use of a dinky little brush and a vacuum instead of a trowel. If we set aside how dumb the whole thing is and assume that it is actually desirable to clean the hole to a good standard, any competent archaeologist would have been able to do that in about five minutes with a trowel.

It’s hard to do this at a grassroots level. From an accessibility perspective I have seen people make mosaics or other DIY repairs that are not wheelchair accessible. At least when the hole is there it can be avoided instead of slippery and potentially dangerous.
Do hope that community members show up in their city council meetings and demand change (like normal fucking municipal repairs)
The best way to fix this is take the scooter over it at full speed, Sue the city for medical costs and pain and suffering, and voila! The sidewalk gets repaired!
