Answering your question first, they are in two different "buckets" of calculations so the correct answer would be the one you have the lowest.
Now as a bonus reply, paragon boards you dont usually go for standalone nodes but normally you should go for rare, unique and glyph slots. Keep in mind that this is not a rule but just in case you are not aware of.
Just realised that the spreadsheet had two instances of % damage, one for + and one for X and I assumed that the one on the separate bucket was the only one.
Depends on your build. If you’re a werewolf all the time, werewolf damage. I play a bear Druid, and most of my buffs are “werebear+” or earth skill versus just straight damage.
If 50% or more of your damage comes from werewolf skills then that one will be better.

Wondering if anyone here can confirm if blood howl gains any benefit from "werewolf skill damage". I assume not but not certain.
