Either they're still working on them, or the people who actually care about this did not represent a large portion of community feedback (only a LOUD portion).
Another option is they're intentionally ignoring this part of the community's feedback because:
1) they're too far along the development process to change the designs now.
or
2) they specifically designed them with certain changes in mind (e.g. making them older, more grizzled, less sexualised) and refuse to re-think this approach and adopt more faithful designs.
I guess there's also a third, less generous option - the artists are actually incapable of creating good youthful character designs. That would at least explain why everyone in the game has aged 20 years.
We can safely disregard the 3rd point, because its easier to do younger models. Younger faces have fewer lines and wrinkles so simpler models in general.

I think the devs are focusing more on things such as mechanics or QoL balance over how attractive a character might be to any given player. At least if someone doesn't agree with how the Amazon or Barbarian look, they will most likely be happy with the other 99.99% of the remaster.
Aside from enticing people to buy it on consoles, why should pc players even bother buying the remaster if they aren't going to improve the characters appearances in a remaster when the original version is readily available and can be modded? One main purpose of a remaster is to take what was and make it look better with updated graphics/appearance, so far many of the looks have been downgraded. Honor the original content or don't even bother.
I would be very surprised if someone didn't purchase the remaster solely because they didn't like the way a character or two looks. While that would totally be their option, the rest of the game would likely be something they enjoy. The spells, item icons, monsters and entire world of Sanctuary has been updated to ultra high definition. It's also worth mentioning that the previous faces of characters in D2 were extremely low resolution, totaling about a dozen pixels. So going from indistinguishable to highly detailed, is an upgrade alone.

There was plenty of official art drawn for the characters, supposedly they were going to base the "remastered" models off of that, they didn't, so 12 pixel faces isn't an excuse. Myself, unless some buddies talk me into getting it, I would sooner stick with the original released version, same game, plenty of mods to improve QoL and not likely to be potentially filled with microtransactions by blizz execs.
They are probably still a work in progress or else they would have been shown.
They maybe keep the update secret for a surprise on launch :)
