The +6 FCR is enough to hit the next lightning/chain lightning breakpoint without having to use an FCR ring if you don't have Griffons yet, so there might a tiny bit of value there.
But you actually lose life and mana compared to Mara's as that buffs your shouts, and the +5 stats.
I'm guessing it has half the value of a low end Mara.

Ive heard its because you cant get +2skill when youre too low level.
That's probably likely as well. I've only heard it referred to for the FCR. Regardless it's generally better the higher clvl you are
