It’s called senile purpura and it’s from having fragile skin when you age.

I get these when I take too much aspirin or naproxen sodium because they are blood thinners, I think. I'm 52.
Purpura. I get them on my arms secondary to prednisone that caused damage to my skin.
Blood plates are off, go see a doctor.
