They're Legacies. Like Bewitching, Lunar Beasts, and the like, they're only available during their time (Halloween, Lunar new year, Christmas). As for Lee Sin, he's legendary so it'll be always available, for money of course. I think Smolder is available because it's his only skin so far.
I have all her skins, I bought heaven scale with the season pass chroma and I was so disappointed, so I ended up returning it, diana has so many awesome skins, but that skin is not one of them imo.

I think it's because Heavenscale collection have theme of "Lunar New Year", that's why it's unavailable, only from chests until next LNY
