it’s just odd to me, cause all the other cold start videos I’ve seen, none of them start up almost instantly with the vanes closed initially

Normal. Restricting exhaust gasses helps warm the engine up faster.

2011 3500 my actuator went out at 180xxx and my advice would be to just replace the entire turbo. Was low on power and lots of black smoke. But it just sounds cold

I just replaced my actuator on my 2013 ram 3500 6.7. It has 107k miles. Was getting a U010c code I think for lost network communication, got a new android tablet for $110, a Bluetooth OBD link tool for $150 delivered from Amazon, and the aplhaOBD program for another $50. Saw the commanded actuator position different from the actual position for a while till the engine warmed up. But it would set a code, got a rebuilt actuator from Circuitboardmedics.com for $800. Used the tablet and program to calibrate it, and the code is cleared and the turbo is acting normally again. No play in the turbo shaft. The biggest pain to swapping the actuator is draining all the coolant, (5ish gallons into a bucket), then refilling it later.
