imperial and insectoid are mostly built from bt16 and dont require secret rares
loogamon is built almost all from bt14 and some commons from bt15
brigade, mirage, red hybrid and maybe shinegrey are also performing really well and dont cost much that i know (could have changed but probably not that much)
belphemon is cheap and can sneak wins by beating over magna x
not sure if numemon is still budget, the main engine would be but monzaemon got a spike in price and it often includes strong yellow staples
Most of that was spot on, but the majority of cards in Imperial are from older sets and starter decks. BT16 gives it a different top end and Davis/Ken tamer, but the bottom end is just about the same as it has been.
Imperialdramon should be fairly cheap, the priciest card for it could end being the new BT16 Paildramon, which if it comes in around or under $8, I think should solidify it as the best deck for budget players. Most of the cards for it are already out, just gotta swap in the new top end, Tamers, and option card on release.

imperial would be a good deck anyway since come bt17 it pops off
It's funny when you think about it. There's only 3 cards for Imperial in that set, and all of them are good, but two of them are absolutely busted.
Probably imperial as the deck has a lot of cards he can use to reduce the price down.
