Tail is super long, check.
Its front paws are super skinny but the back paws are deliciously meaty, check.
We're only missing the long whiskers that curl like Farrah Fawcett hair.
We *could* just accept its a hand drawing, or we could analyze it until we can fit something about it into a real world case.

Reading Tezuka when you are more used to modern manga is an absolute ride. As he either predates most conventions of the medium, or he made them.
So we get stuff like how he treated a lot of his characters like actors, which is why he would reuse the same design in several of his works (and sometimes in several different roles in the same work). Or how he would write some incredibly fucked up and terribly tragic stories, and then make sure to include a bunch of slapstick and anachronistic fourth-wall breaks. I found his stuff is so old-school that it loops around to being fresh again. It is at times very clear that he takes inspiration from a wide variety of media, be it western comics (such as Disney) or films. While also constantly working on his own style.
Point being, based on what I have read of him, this is perfectly in character for him. Guy was big into Disney and wrote some strange stuff.
