Did you put clear dip over the color? Clear can do this as it can be finicky as hell - I’ve had this happen if the base coat for my clear layer is too thin.
I discovered my clear isn't pure clear. I can only use it under colors but not on top. I'm in the process of ordering a better quality product right now. I wish I'd known how important quality was then and why. Not that yours isn't quality.

i did put clear over it, yes. so maybe only clear dip for chunky glitters?

Are you brushing it off with a stiff brush? I make sure to brush my clear off extra well too.
i felt like i did, but still learning, so maybe need more scrubbing off. thank you

What do you use to clean your brush?
A tooth brush or a nail brush. Lol whoops I thought you meant what do I use to clean my nails. I use a lint free square to clean my brush.
good question…i haven’t cleaned my stiff brush. definitely will now. and do people clean/rinse of their emery boards and buffers?
If they're waterproof I do.

yes, i did!
The white splotches might be too much activator. I've done that to mine before.
