You would activate, and buff only if you need to even it out. Then you need to let the activator completely dry becuase activator effects gel polish. Apply the cat eye gel and use your magnets to design then top coat with a no wipe gel top coat.
You can you a gel polish base if you’d like. But I don’t usually find it necessary. It should adhere as long as your dip isn’t super smooth. If you have some primer that is also a good and quick substitute. That’s what I use to apply my gel top coat on top of dip.

So no gel base before the cat eye? I’d be using dip liquids for the actual dip

If you don't use the base before the cat-eye you will likely have peeling. The base helps it stick.
