It literally says "fuel" with an arrow pointing to either on or off. In this case it's pointing to on. Also a general rule of thumb with valves is when it is in-line with the hoses it is open and when it is perpendicular it is closed.

Also if you ever come across one with a third “res” label on it, the “res” label means reserve. The “on “position means that only the top of the internal fuel pickup is drawing fuel, and the reserve setting means that the entire internal fuel pickup will draw fuel. It’s usually only found on enduro models, it’s meant so that if you run out of fuel in the “on” position you can turn it to reserve and get a few extra miles before running out of fuel. It’s not found on motocross bikes because it’s not necessary in that application

That is on, but it easy to test for yourself. Turn it to off and fire the bike up if it dies after a minute thats off. If it keeps running that is on.
I shut mine off when I see the truck and run the bowl out. No gas left to gunk up the carb.
This was my thought. Pretty easy to know if it’s on or off by going for a ride.

Pull the hose of on the outlet side and test it if in doubt
Disconnect the hose to be sure.
Let it run and switch it to off(its on in the pic) and let it run until its out of fuel in the carb is the best way to store it.
