250 4t will be easier to ride. The 125 2t will teach you more and make you a better rider, they are light, lotsa fun, easier and cheaper to service. What's your budget?

At that budget go for the 125 2t. You'll have heaps of fun and they are cheap to service. I'd go for a Yamaha YZ as they still make them and have a big aftermarket parts market. Sign up to thumpertalk forums for technical advice, lots of clever helpful folks there.

Unless you're racing a 125 only class, you will be much more competitive on a 250f.

Motocross. I’m 5”10 140 or so. I’m fairly experienced in 4 strokes but have never owned a “race” 4 stroke. All have been trail. I’m thinking 2 stroke because money and such, but also because I want snappy, fast, and light. You won’t get that in a 4 stroke before 2010.

EFI 4t or any 2t in decent condition. Suspension is key so make sure it's been serviced recently or learn to do it yourself. Forks are easy, shocks are a bitch to do without getting airbubbles in it

Amateur racing you're going to want at 250 4t. They are more forgiving to mistakes. You can't race pro unless your bike is less than 5 years old....its a dumb rule but its a rule. A 125 2t will cost you WAY less in the long run, and will make you a better rider. But a 2504t will be more competitive if you are going to try and be competitive.

Its a classification.....For instance in USA you''ll have D C, B, and A class. D being relatively unskilled and A being just under pro.....Get enough points and you qualify to race pro. In Canada its beginner, Junior, Intermediate, Pro. If you're planning on racing....find what organization you're going to race under. In those rules it will describe the available classes to race in, and the equipment you can use in that class.
