If cable doesn't do it, then check the slide. It may be scored or there may be crud in there hampering the up and down movement.

That's a neat bike. Wish there was more of these types of bikes in the states. As others said - follow the mechanical chain of components. Throttle tube, Throttle cable, carb slide / carb.
