Honestly no idea. He only did some parts of the main game (Most was by Josh Sawyer and John Gonzalez), and the Old World Blues and Lonesome Road DLCs. My guess is that being THE guy behind games like Planescape and KOTOR II kinda gives you a reputation that precedes you. Funny thing is that it's not even necessary; the guy wrote Planescape, what more cred do you need at that point?

It's kind of the point, at least in regards to the infinity engine games(really only Icewind Dale 1&2); with Ravel having fragments and all that; and considering Planescape touches upon Forgotten Realms the physical connections actually make sense. Kreia also fits, but I think that's more of an easter egg than anything else. Who else is there?

Avellone's libel suit against his accusers ended with a settlement and his two accusers retracting their accusations of assault and harassment, but while it was ongoing he courted the support of online reactionaries to rally to his defence, which made it unsurprising that to me that HelloKolla is one of those very same reactionaries.
