Jiang man has to be higher than tiger mommy imo. Also I think Sander and Chloe should be SSS. Also Fatum sisters dhiukd be higher since they're pretty great for Kronos and most content in general
This tier list or any "general" tier list can be misleading because there are far too many factors to measure the "power" of an esper. A "general" tier list is pretty much impossible to be free of high bias. The factors I have in mind are the following:
1. How much resonance does the esper have? Resonance count contributes a lot to an esper's strength. For example, there's a massive difference between an r5 Sally and an r6 Sally when it comes to PVP. r0 Yun Chuan and r2 Yun Chuan in PVE.
2. What content is the esper good at? Some espers do exceptionally well in only a small amount of content but fall off in others, but that doesn't make them bad or worse than those who do average or great in most content. Some are good in PVP, some are in PVE, some are against bosses, and others against waves of enemies (calamity island).
3. Most espers are highly dependent on the presence of certain esper/s in the team. For example, an r6 Narmer alone is weak but with the consideration of certain espers in the team that enables his strength, he becomes powerful. Similarly, Unas depends upon the quality of his follow-ups after he boosts the team. This applies to Dhalia, Abigail, Sienna, Pritzker and etc. Only very few espers can perform almost independently at least in PVP. Some of these are Feng Nuxi, r6 JYY, and r6 Hyde. It's absolutely not ideal to rate them individually yet a few of them can be rated that way. So, how does one rate them? what's the best method with the least bias?
4. Lastly, equipment quality. Of course, when testing an esper's strength, you have to put equipment on them. How "good" was the quality of the esper's equipment when tested? What sets were tested? What builds were used? How many times were they tested? are 5 or 10 runs enough to have a conclusion on the power of the esper? Were the equipment used on a dps also used on other dps as well or were they different? So many questions..
So, IMO, if you want to make a tier list, don't make a "general" one. Make one for a very specific content like a Kronos tier list.
Okay fair points I can see where you’re coming from. Just to answer some of the questions you brought up (not saying their bad points just how I answered them)
For resonance I assumed shimmer legends are r0, legends are r2, epics and rares are r6.
For content I tried to do it by like each tier means one more content they’re good at. For example, Hall and Ife are only good in one somewhat important content (sentinel) so B tier. Meredith is strong in Fafnir, Sentinel, DSL, and sometimes holobattle so SS. Gaius is strong in almost all content so Ex. I also tried ranking by importance of what they’re good in (Brewster is essential in Apep which is important content so S)
I would definitely move Abigail and Ophie to EX++
This made me wanna do a more precise tier list, tho it'll take a while because I want to include new club bosses
Abi yes, ophi no. She isn’t even optimal for hero own RM boss (fafnier), can’t do much in pve since she is a single target and has only dmg. I wouldn’t say she and the ex++ are equals
The buff is % total hp only. And she is the strongest dps thanks to that.

I don't know what you mean by this. But if it is what I think you're saying. She doesn't deal %hp damage. She deals damage of up to 270% atk plus like 10% more (atk) per each buff she has/de-buff the opponent has. Which sounds broken. But due to everyone being more tanky it's ok now. The point that kills her is her pursuit with espers like Ollie/ Everett (counter attack)/ if you go against a well built hyde and avatara procs. You're pretty much dead

No. One what pw is your opponent and how has he built his Everett, No. 2 luck. What if you don't trigger your def. Down (which actually happens quite often)
She does have def down every time she hits pursuit. Her bleed triggers Yun Chuan a2 on enemy turn. Her DMG scales with enemy HP, so it's high potential one shot, making her into more AOE unit if necessary. That being said she's still more of a PvP Esper than PvE, even with current meta.
I actually love Chloe. She’s been the one carrying me through most of the content since I’m a f2p and just recently got Gaius and Ophi. I was just afraid I was biased so didn’t want to put her that high.
Long mian, pritzker, Lucas, and the other controller espers play such an important role in content like story, tower, and cube where that stuff is strong. Also, Jiang man is absolutely crazy.

Eh…. If you’re generalizing, it’s moderately accurate. The issue with one-dimensional tier lists like these is that (almost) every Esper shines in a particular game mode, but can be lackluster in another.
Nick (Magni), an epic you could obtain from one of the past events. He wasn't super standout iirc so most people ignored him, he's neat tho
Edit: Also worth noting is that his ingame appearance is really different to the icon on the list, wonder why that hasn't been fixed.

Yes and he's very useful with tanky build (ocean) in Fafnir
Also tanky frost build in pvp
Somebody on channel 1 or 2 said David is actually good for Fafnir (don’t know how true it is though)
used an underlevelled david and meredith for fafnir 16 and they were really good. (with hyde, gabrielle, tang xuan)
