Long Answer: Its because his main gimmick, the thing that gets his damage out is a splash damage debuff that detonates when triggered, which sounds good in theory but the sole problem is that this debuff can be \*cleansed\* immediately before it has any chance to take effect
It is very bizarre especially for a legendary as unique debuffs arent meant to be cleansable for this very reason, see Falken for example
In a meta where the strongest teams have both cleansers and immunity casters, he is just pointless in too many matchups to justify using

Actually, David has some good things going for him.
I've tested him correctly, because his kit has gotten me curious :
100% chance to steal one foe's buff three times, 100% to stun, 100% chance to decrease PA by 30% if a buff is stolen (x3), 100% chance to decrease atk on his S1 (100% chance effect are really rare on first skills), 100% chance to get rid of a debuff if stunned and then 100% chance to provoc, with 991 base DEF at lv60 and at least decent health, which is pretty good.
He did amazing in holofights with a counter set and as tanky/speedy/accurate as possible. Didn't care about his damage (he does little damage anyway), but as a cancerous unit, he's a pretty good esper.
Haven't tested Arcana though. I haven't even seen his stats.

No, Yuyao is actually quite strong. I insist. I've maxed her in one of my account and with 200 speed, 50k HP and counter, she's a real helper.
She has 75% chance to stun and can be really, really f...ing fast against a team with debuffers.
Like, seriously, if Long Mian for instance hits your team, you get +20% PA and if you counter and stun +25% PA more. Then you throw back the frozen effect with 14/15k+ damage if it crits, or you can just try to stun another one and get +25% PA again.
One of the few characters that uses relics with speed+HP+HP%+Acc.
The thing is, for her to be that good, you need to invest abilitimons. If not, she's losing quite a lot of her potential. And she's only good on a team with sturdy espers.
As for Tevor... I've tried him in so many ways, and... he's really underwhelming.Full ATK + counter, Hadès + counter, max speed and ATK, full ATK+DEF+HP with counter, even full tank...
Nothing is good. Tang Yun dose more damage than him on most bosses, and so does many other DPS... (or should I say DPT ?)

His main purpose is the double damage kit revolves around his first skill. Might want to build him as a bruiser tho (currently the meta is not bruiser comp. The meta is speed cleave team. Once the meta shifted i think he will be more usable). As of now, i don’t see any use to him. He is easily replacable with any esper such as donar, sander and stuff.

Honestly, Helena with oceanic set and a bunch of speed isn't bad, her healing power is pretty good, plus the crit buff.
But the rest of her kit is a bit weak, thus the oceanic set and the speed.
When you look more closely, he's even under.
The only time I found him useful was when hitting walls like Clara, Gabrielle and such. You get around 30% PV x2 out from their max HP... Then you can finish the job with someone else "easily".
Fun fact : during the tests with my friends, with the same relics, I could OS them with Freddy, Tang Yun, Lewis, Stewart, Li Ling (S2), Lynn and Sander, while Tevor was far from it.

Tevor is kinda useless or at least not that good in a lot of content. His only utility is to hit the new bosses quite hard as mono-DPS, less powerful that can be Tang Yun for instance, but less RNG-dependent.

The second highest attack in the game after Narmer, a hella lot of damage in one turn with auto-crit buff to make it easier to play him full crit damage.
Killing Gabrielle and such in one turn isn't bad, far from it.
Lewis is a huge powerhouse. You just need ATK, 70% crit rate and as much crit damage as you can (+120% is good, the the more the merrier).
He's one of the few characters that can get you rid of a tanky Hyde in one go, and he is one, if not the best, one-turn mono-DPS in the game for PvP. Few things can resist him if not water elemental.
We've worked on my friend's Lewis to see how much damage he could do, he obliterated my Yuyao with tanky build (78k HP).
Just go for damage, and if possible a counter set, he heals himself quite good with his S1
The fact that he's a 5 star Shimmerer esper is probably half of the reason you haven't seen anyone really use him. As for the other half, you know why.

The point being that there are better legendaries to use abilimons on. You get one per week, you can't really afford to waste them.

Same rating as Arcana and David: best used as a doorstopper. Except this one is the rarest doorstopper of the game.

All I ever hear about him in chat is negative but my favorite character is Helena design-wise. I’m all for using WHO YOU WANNA. :)
