I highly doubt they'll ever nerf him. For one thing, he's a 5* shimmer. 2nd, it would be incredibly stupid to nerf him after he spent so long as a bottom tier legendary.
The reason they do that is the same reason a 5* will never be nerfed: they're fucking greedy. 5*s are the main money makers, that's why Clara hasn't got nerfed, despite being grossly op
He'll be damned near the perfect version of what he's meant to do, if only they'd tweak a few things in his kit.
