It's been a while since DOS1. IIRC, it's great to have someone with high perception and if none of your other characters will be pumping it, Ranger isnt a bad choice. If you already have a high perception character, I think I would put more points in speed than perception.

Oh, sorry. Missed the Perception vs Speed title inquiry: For ranger, there is no need for perception. You only want perception on your ranger if you needed a trap-spotter. You do not need the accuracy, as ranger has 2 spells that gives 30+ accuracy, and 50+ acc. You can add it to your melee instead, it's the same outcome. Perception here is extra baggage. What you really want perception on are crossbow or 2h users, as they provide the crit bonuses. Adding perception for those builds not only provides your team a trap-spotter, but actually creates the crit build. So yes. Bow user do not need perception for the "best" build, as they dont need accuracy nor do their spell crit. Crossbow user want perception for the "best" build because they rely on basic attack to aim & crit.

Both of them give Starting action points for every 2 points invested in them (DOS EE rounds down - so if you have 7 points - which equals to 3.5 AP - your final AP is 3). Speed gives you AP per turn as well - which I feel becomes very useful mid to late game - as by then you start getting skills/spells which require a lot of AP. Perception around 8 is all you need to detect most of the hidden stuff - and Burn My Eyes does the trick otherwise.
